Prepared for Romanian journal GeoPolitica for its special issue titled Pakistan: A Rising Global Player in the Emerging Geo-Strategic Environment, the IPS brief Kashmir: Genesis and Dynamics of a Nuclear Flashpoint maintains that Pakistan and India can enjoy normal relations only if the latter resolves the Jammu and Kashmir issue in accordance with the UN resolutions.
